Yes. Most banks offer a cash contribution to win your mortgage. It is usually enough to cover legal costs with money left over. Clawback applies if you leave within three to four years.
Refixing is taking a new fixed rate with your current bank. Refinancing is moving your loan to a new lender. Refinancing involves more paperwork but that is where cash contributions and real rate competition live.
